    India Toying With Dangerous Cold Start War Doctrine

India and Pakistan now possess nuclear weapons, which means looming war scenario, has an added dangerous dimension to it. Some major powers and the beneficiaries are happy with threatening status quo in Kashmir.

    The simmering hostility nourishes their national interests perhaps better than the resolved conflict would do. Hence, no effective arbitration has been attempted ever by any power or organization except UN in early years of their inception by adopting Resolutions 38(1948) and 47(1948), which recognized Kashmiris right to choose between India and Pakistan through a plebiscite. India concurred initially but later backtracked. Tragedy of the time is that the Subcontinent remains prone to a horrific nuclear conflagration, possibly at the cost of world peace.     Indian Military ‘Cold Start Doctrine’ (CSD) for war surfaces occasionally in Indian and Pakistani media as an unexplored paradigm. The opinion makers enjoy Voltaire’s philosophy support across the board, that in the third millennium globalized world politics, has become synonymous to the ‘Controversy Theory’ which allows the scholars perceptional as well as approach variations while evaluating any concept, doctrine or theory. Even Voltaire was not spared by ‘controversy’.     CSD is very high-sounding concept with its compulsory corollary ambiguity and those not possessing deep insight to the operational methodology tend to bolster its psychological fall out on the Pakistani readership, which is the only significant gain so far for India. Wittingly or unwittingly, its interpretation through plethora of contemporary theories projects it like an intricate myth if not monster. At times, it virtually appears that the war would flash like a bolt that would mince Pakistan’s military retaliatory capability to the dust unless some big ‘ifs’ were not resolved by Pak Army. It is therefore pertinent to put the threat, haunting world peace in real perspective that had a brush with almost an imminent nuclear conflict in early 2002.

    The roots of CSD like doctrine were nourished more by the unbridled euphoria of a maverick Indian Army Chief than by operational necessity. General Krishnaswamy Sundarrajan, besides being an architect of several brilliant episodes as well as reverses, was perceived by Indians to have carried a feather in his cap called Operation Brasstacks. Commencing in July 1986 as a war game, it developed into an ever-biggest exercise in Asia when air, artillery, armor and mechanized formations’ ‘blitzkrieg-like’ integrated deep offensive strategy was tested. The much-trumpeted exercise reached its crescendo in December 1986, employing three strike corps (I Corps-Mathura, II Corps-Ambala and XXI Corps-Bhopal) along Indo-Pak southeastern borders but to the misfortune of Indian Chief, Pakistan had shrewder military strategist, General Zia-ul-Haq who lie in wait to let Indian Chief put all his eggs in one basket, Rajasthan.

    Before he went with broad smile to launch cricket diplomacy in India, he ordered his Army reserves in the North to sally unobtrusively from army garrisons by the time Sundarji (Indian Chief’s short name) had achieved optimum assembly of forces comprising nine divisions excluding the holding corps, in Rajasthan. It was fantastic move by Pak Army and a masterpiece work of ISI and military intelligence outfits. Soon in Pak Army GHQ, heap of signal interception reports (sinrep) indicated that scramble back from Rajasthan to their original battle locations was ordered to all the Brasstacks forces immediately. When a formation complained of lack of transport, a sinrep indicated, it received prompt advice to use all mobility means, even obsolete like bull carts. Thus some young Pakistani officers, referred to ‘Operation Brasstacks’ in light vein as ‘Operation Bull Carts’. Sundarji’s dream of flashing saber like masterstroke to cut Pakistan into two halves simply crashed in the sand dunes that he had nurtured all along to eliminate status quo in operational equation between India and Pakistan prevailing since 1947. Thanks to Rajiv Gandhi, Indian Prime Minister who rescued Sundarji by agreeing with Gen Zia-ul-Haq to de-escalate the conflict in February 1987. Later Sundarji candidly admitted his failure, saying, he had over reached with Brasstacks. Not many people know the severity of dilemma Indian Army intended to create in the region and the reverses it faced in the process.

    Briefly, one would put here the heightened concern for lack of strategic equivalence between the forces system of the two countries to rest by maintaining that it cannot be achieved in number game, as Pak Army is in comfortable position without it vis-à-vis country’s weak economy. Jonathan Marcus, a BBC defense correspondent had also observed in 2003, “In straight numerical terms of population, economic might, military manpower and equipment it is almost meaningless to speak about an India-Pakistan balance”. Nevertheless, through persistent sharp scrutiny of Indian Army doctrines that are ‘war-gamed’ by Pakistan without laxity ever and her expansion as well as modernization, Pak Army has taken some potent measures by regrouping, modernizing and at times resorting to modest new raising of forces level to keep adversary’s hostile designs in effective check. Strategic imbalance, for several reasons, would remain Pak Army’s perennial friend and it has to coexist with it. Pak Army has some spare arrows in the bow to act as force multipliers in the power game like its ever readiness to counter war as a cherished ideological duty, conventional or nuclear if it is thrust upon it and exploiting geo-strategic advantage that geography renders it. Pak Army is in position to deploy and employ holding corps as well as reserves in a manner that achieves effective counter level, yet with remarkable economy of effort. It has overwhelming edge in time and space factor and hence expeditious assembly of forces and convenient readjustment of the forces posture is possible if a hypothesis unfolds, other than the one on which defensive/offensive maneuver is mounted. Thus, its strategic orientation remains superior, allowing it to operate on interior lines, an advantage that Indian army cannot   achieve.

    Instead, India has to maintain Eastern Command far away for Chinese and Bangladesh borders as well as Northern Command for Chinese border and Pakistan Northern Areas/Line of Control. Western, Southern and South Western Commands remain poised against international borders with Pakistan while Central Command is in the depth at Lucknow because it has to meet certain operational contingencies in different directions. On achieving credible nuclear deterrence, Pakistan stands compensated for Indian preponderance in the conventional forces ratio while Indian nuclear claw has also been defanged that she would have been rattling on Pakistan every now and then. In fact, Sundarji’s venture of 1986-87, in all probability was driven by such hypothesis that Pakistan would resort to ‘diplomacy’ means only to de-escalate once haunted by the specter of Indian nuclear force projections and not confront India by mobilizing its holding or punch formations for war. Their hypothesis was way off the mark.

    Despite such reverses, however, the flare for concept of simultaneity, targeting more than one objective at a time, lightening strikes against deep objectives in a theatre and destruction of Pakistan Army lingered on among Sundarji’s subordinates. On the contrary, three years of evaluation of Sundarji’s finesse enabled Pak Army to further fine tune its offensive as well as defensive plans. Not content with it, General Mirza Aslam Beg, Pak Army Chief, kicked off yet another mega exercise, ‘Zarb-e-Momin’ (Stroke of a Believer) in 1989 in Central Punjab that the world rated as the beginning of Pakistan Army ‘glasnost’ ensuring that posture-balance was maintained to preempt any mischief from the adversary.

    Foxland and Blueland wrestled for several weeks at the final stages of exercise with troops. Chief Control HQ at Sargodha, assisted by Blueland and Foxland Senior Controls, orchestrated the entire conduct, monitoring and evaluation. Three corps, two armoured brigades, two artillery divisions, an air defence division and the Pakistan Air Force participated….Fourteen new concepts were tested; many vital lessons were learnt.The events were covered by national and international media. Several international delegates, Asian as well as Western, visited and were briefed including the leaders of, what Zbigniew Brzezinski also called them, the holy warriors. Gulbadin Hikmatyar, Prof Burhanudin Rabbani, Sibghatullah Mujadadi, Abdul Rab Rasul Sayyaf and Mulvi Younis Khalis were prominent. Some observations, they made, were point black and dictated by their grip on war making strategy. Over all the visiting delegates appreciated, the conduct that was meticulous and agreed that Blueland maneuvers could blunt Foxland offensives. That was precisely the message Gen Beg had intended to convey across the border.

    Indian Military hierarchy’s frustration with what Sundarji had left for them as a model doctrine, employing three strike corps in ‘blitzkrieg’ style, grew worse in the wake of ‘Operation Parakaram’ that trailed December 13, 2001 attack on Indian Parliament. Mobilization of Indian army was ordered on 18 December 2001 to maul Pakistan severely for its alleged involvement that India detected ‘marvelously’ in just about three days time. Other than a few leading powers, world was oblivious of the Indian ‘responsibility’ to spark off an inferno in the Subcontinent. However, assembly of Indian forces was sluggish and stretched over three weeks. In the mean time, President Musharraf played his cards by ordering formations to occupy battle locations. He also gave a ‘turn about’ address to the nation, renouncing ‘Jihadis’ to woo Western sympathies, particularly of US that could not afford to see Pakistan switch its forces from Western to its Eastern borders. International actors’ intervention averted the conflict. Thus, masked operational lacunas in Indian Army planning, surviving comfortably hitherto fore, came under sharp scrutiny. Walter Ladwig III of Oxford University clearly saw the flaws in Indian’s war making ambitions like loss of strategic surprise, large size of strike forces that forced a long gap between political decision and military action and finally denuding of holding corps of any offensive punch. Hence, it was imperative to evolve a doctrine that should over-ride such weaknesses of one of the largest standing armies in the word that had clung to defensive-defence strategy since partition. In other words, a dangerous conflict averted in 2001 led to Indian pursuits that are more lethal in the realm of deceptive war making in all forms.

    Indian Army Chief, General Padmanabhan unveiled CSD in April 2004. Could it be summed up as a novel and brilliant idea? Certainly not because it carried conspicuous  Sundarji’s stamp with mix of Indian Army Chief’s astuteness who managed now to substitute Sundarji’s lightening ‘blitzkrieg-like’ deep offensives doctrine with sharp and crisp shallow multiple strikes called CSD, also claiming to knock out their own holding and offensive corps’ capability gaps. In other words, now Indian defensive corps could contribute as effectively as strike corps, at least hypothetically and the latter were to become known as Integrated Battle Groups (IBGs). Media leaks suggested that initially Indian army would constitute eight IBGs and each would be a concentrate of firepower and mobility under lavish air umbrella, built upon division size armor or mechanized formation with ability to operate as groups or sub-groups executing independent operations within the Group’s area of operation. The destruction of Pakistan Army has been retained as most lucrative objective, employing tremendous firepower and state-of-art means of ground as well as aerial mobility that would interdict and destroy its reserves, comprising mechanized formations.

    General Padmanabhan’s brand of CSD sounded fantastic, as did Sundarji’s blitzkrieg and concept of simultaneity during peacetime about a decade earlier. Once the military logisticians, assembly of forces experts and their Ordnance Corps would have sat together to formulate the inventories to equip the Army with Padmanabhan’s long indent for latest machines, weapons and munitions, finance organ of Indian Government would have shuddered. Commenting on CSD within a month of its unveiling in his May 2004, what he called, strategic paper, Dr. Subhash Kapila, almost had rub with the vision that CSD could not be harnessed militarily as per the perceived scales and if proceeded with, it would amount to asking for moon. He wrote as an indirect admission, “The unveiling of a new war doctrine throws up a host of factors for discussion in terms of why a new war doctrine is required, what are the attendant factors in putting it into operation, the limiting factors that may come into play…”. Commenting three and half years later in December 2007, Dr. Subhash Kapila’s apprehensions further blossomed. He even argued to defer CSD until 2010 because, India’s COLD START WAR DOCTRINE woven around the operational concept of offensive operations at the very outset of hostilities cannot proceed towards success on Indian Army undertaking military operations with incomplete military inventories…”. Hence, it says all to conclude that CSD is a concept on paper and may be nothing more than at experimental stage with old clattering machines. Conversely, maintaining vigilance about an adversary is the hallmark that Pak Army must observe. For its consumption, it has to underscore the need for meeting an adversary in the battlefield as if they are equipped right now to the needle details. Indian endeavor to fling strategic surprise on Pakistan as a preemption strategy must be checkmated by covert peacetime measures so that its forces instinctively remain out of their bite through ruses, well conceived by military leadership even when the war balloon has not gone up yet.

    One would not question Indian Army’s prerogative to equip its forces to any limit but a pertinent question comes up here. Why did General Padmanabhan switch to intense multiple SHALLOW maneuvers concept? Obviously, the answer is that in the presence of nuclear strike capability with Pakistan Army, there has to be a limited war on the cards. In other words, the change of heart did not emanate from his vision but driven by a compulsion, forced on Indian army under the obtaining politico-military environments. Therefore, CSD has another inhibiting factor that Indian battle sweeps have to remain short of reaching nuclear retaliation threshold. Answer becomes a question again if one asks the proponents of CSD that when India initiates conflict under the label of limited war, how friendly India would remain with Pakistan to keep the war under ‘limited’ tag. Do the adversaries prescribe the counter measure levels to each other? What India marks as limited objectives, in Pakistan Army reckoning they might not be ‘limited’ category? Military will and intentions on two sides have to differ because they work against each other. Though Pakistan would never ever be nuclear button-happy-power but when destruction of our Army is envisaged by CSD, that is the center of gravity of our survival, how would Indian war wizards ensure that Pakistan would desist from using nukes, particularly once Pakistan Army’s concept of operations hinges on offensive-defense strategy? About the nukes, Shireen Mazari says, “Pakistan’s nuclear escalation ladder has only ‘one rung’.” Thus, she seals the argument.

    The proposition would remain dangerous when India intends resorting to such measures like CSD under the assumption that by subjecting Pakistan to retribution, it would desist from proxy war in Kashmir that Pakistan denies. Instead, Pakistan maintains that Indian state terrorism has pushed Kashmiris to the brink. The scholars, world over have labeled CSD as dangerous to execute on prefixed speculations based on tunnel vision. CSD creates space of legitimacy for Pakistan to demand from India to rub off its intrusive footprints in Baluchistan, FATA, Pak-Afghan border areas and thus leverage for escalation of crisis is afforded to Pakistan to recover its internal stability. On Pakistan side, there is undue haste instead to sacrifice all its national interests and strong diplomacy pivots without India shifting from its non-yielding stance by an iota. Affording India the facility of trade corridor to Central Asia through Pakistan and granting ‘Most Favored Nation’ status while ‘Kashmir’ wound still festers since decades, would be a folly with no parallel. Indian military collaboration with Israel is also a cause of change in Indian overtone when she talks of military ventures or handles Kashmiri demonstrations in mode and severity parallel to Israeli handling of the Palestinians’ demonstrations. With Israel colluding now with Indian military extensively, resentment against Israel has grown manifold in Pakistan though, it did not enjoy a favorable score since inception of state of Israel.

    India has to realize that its stakes in regional peace are far greater than Pakistan and hence its unimpeded economic spiral would be a factor to force India to reach for reconciliation with Pakistan in an earnest manner. Seeking ‘peace’ through dialogues and negotiations fervently by both the powers is the ultimate option they would have to embrace but an early embrace would augur well for the regional as well as for the world peace. Powers that have the clout with India and Pakistan must facilitate the adversaries to reach at workable solution. International community is also encumbered with the responsibility to caution India to desist from such momentary madness of 18 December 2001 that could have far-reaching repercussions beyond remedy.

Several international delegates, Asian as well as Western, visited and were briefed including the leaders of, what Zbigniew Brzezinski also called them, the holy warriors. Gulbadin Hikmatyar, Prof Burhanudin Rabbani, Sibghatullah Mujadadi, Abdul Rab Rasul Sayyaf and Mulvi Younis Khalis were prominent. Some observations, they made, were point black and dictated by their grip on war making strategy. Over all the visiting delegates appreciated, the conduct that was meticulous and agreed that Blueland maneuvers could blunt Foxland offensives. That was precisely the message Gen Beg had intended to convey across the border.

    Indian Military hierarchy’s frustration with what Sundarji had left for them as a model doctrine, employing three strike corps in ‘blitzkrieg’ style, grew worse in the wake of ‘Operation Parakaram’ that trailed December 13, 2001 attack on Indian Parliament. Mobilization of Indian army was ordered on 18 December 2001 to maul Pakistan severely for its alleged involvement that India detected ‘marvelously’ in just about three days time. Other than a few leading powers, world was oblivious of the Indian ‘responsibility’ to spark off an inferno in the Subcontinent. However, assembly of Indian forces was sluggish and stretched over three weeks. In the mean time, President Musharraf played his cards by ordering formations to occupy battle locations. He also gave a ‘turn about’ address to the nation, renouncing ‘Jihadis’ to woo Western sympathies, particularly of US that could not afford to see Pakistan switch its forces from Western to its Eastern borders. International actors’ intervention averted the conflict. Thus, masked operational lacunas in Indian Army planning, surviving comfortably hitherto fore, came under sharp scrutiny. Walter Ladwig III of Oxford University clearly saw the flaws in Indian’s war making ambitions like loss of strategic surprise, large size of strike forces that forced a long gap between political decision and military action and finally denuding of holding corps of any offensive punch. Hence, it was imperative to evolve a doctrine that should over-ride such weaknesses of one of the largest standing armies in the word that had clung to defensive-defence strategy since partition. In other words, a dangerous conflict averted in 2001 led to Indian pursuits that are more lethal in the realm of deceptive war making in all forms.

    Indian Army Chief, General Padmanabhan unveiled CSD in April 2004. Could it be summed up as a novel and brilliant idea? Certainly not because it carried conspicuous  Sundarji’s stamp with mix of Indian Army Chief’s astuteness who managed now to substitute Sundarji’s lightening ‘blitzkrieg-like’ deep offensives doctrine with sharp and crisp shallow multiple strikes called CSD, also claiming to knock out their own holding and offensive corps’ capability gaps. In other words, now Indian defensive corps could contribute as effectively as strike corps, at least hypothetically and the latter were to become known as Integrated Battle Groups (IBGs). Media leaks suggested that initially Indian army would constitute eight IBGs and each would be a concentrate of firepower and mobility under lavish air umbrella, built upon division size armor or mechanized formation with ability to operate as groups or sub-groups executing independent operations within the Group’s area of operation. The destruction of Pakistan Army has been retained as most lucrative objective, employing tremendous firepower and state-of-art means of ground as well as aerial mobility that would interdict and destroy its reserves, comprising mechanized formations.

    General Padmanabhan’s brand of CSD sounded fantastic, as did Sundarji’s blitzkrieg and concept of simultaneity during peacetime about a decade earlier. Once the military logisticians, assembly of forces experts and their Ordnance Corps would have sat together to formulate the inventories to equip the Army with Padmanabhan’s long indent for latest machines, weapons and munitions, finance organ of Indian Government would have shuddered. Commenting on CSD within a month of its unveiling in his May 2004, what he called, strategic paper, Dr. Subhash Kapila, almost had rub with the vision that CSD could not be harnessed militarily as per the perceived scales and if proceeded with, it would amount to asking for moon. He wrote as an indirect admission, “The unveiling of a new war doctrine throws up a host of factors for discussion in terms of why a new war doctrine is required, what are the attendant factors in putting it into operation, the limiting factors that may come into play…”. Commenting three and half years later in December 2007, Dr. Subhash Kapila’s apprehensions further blossomed. He even argued to defer CSD until 2010 because, India’s COLD START WAR DOCTRINE woven around the operational concept of offensive operations at the very outset of hostilities cannot proceed towards success on Indian Army undertaking military operations with incomplete military inventories…”. Hence, it says all to conclude that CSD is a concept on paper and may be nothing more than at experimental stage with old clattering machines. Conversely, maintaining vigilance about an adversary is the hallmark that Pak Army must observe. For its consumption, it has to underscore the need for meeting an adversary in the battlefield as if they are equipped right now to the needle details. Indian endeavor to fling strategic surprise on Pakistan as a pre-emption strategy must be checkmated by covert peacetime measures so that its forces instinctively remain out of their bite through ruses, well conceived by military leadership even when the war balloon has not gone up yet.

    One would not question Indian Army’s prerogative to equip its forces to any limit but a pertinent question comes up here. Why did General Padmanabhan switch to intense multiple SHALLOW maneuvers concept? Obviously, the answer is that in the presence of nuclear strike capability with Pakistan Army, there has to be a limited war on the cards. In other words, the change of heart did not emanate from his vision but driven by a compulsion, forced on Indian army under the obtaining politico-military environments. Therefore, CSD has another inhibiting factor that Indian battle sweeps have to remain short of reaching nuclear retaliation threshold. Answer becomes a question again if one asks the proponents of CSD that when India initiates conflict under the label of limited war, how friendly India would remain with Pakistan to keep the war under ‘limited’ tag. Do the adversaries prescribe the counter measure levels to each other? What India marks as limited objectives, in Pakistan Army reckoning they might not be ‘limited’ category? Military will and intentions on two sides have to differ because they work against each other. Though Pakistan would never ever be nuclear button-happy-power but when destruction of our Army is envisaged by CSD, that is the center of gravity of our survival, how would Indian war wizards ensure that Pakistan would desist from using nukes, particularly once Pakistan Army’s concept of operations hinges on offensive-defence strategy? About the nukes, Shireen Mazari says, “Pakistan’s nuclear escalation ladder has only ‘one rung’.” Thus, she seals the argument.

    The proposition would remain dangerous when India intends resorting to such measures like CSD under the assumption that by subjecting Pakistan to retribution, it would desist from proxy war in Kashmir that Pakistan denies. Instead, Pakistan maintains that Indian state terrorism has pushed Kashmiris to the brink. The scholars, world over have labeled CSD as dangerous to execute on prefixed speculations based on tunnel vision. CSD creates space of legitimacy for Pakistan to demand from India to rub off its intrusive footprints in Baluchistan, FATA, Pak-Afghan border areas and thus leverage for escalation of crisis is afforded to Pakistan to recover its internal stability. On Pakistan side, there is undue haste instead to sacrifice all its national interests and strong diplomacy pivots without India shifting from its non-yielding stance by an iota. Affording India the facility of trade corridor to Central Asia through Pakistan and granting ‘Most Favored Nation’ status while ‘Kashmir’ wound still festers since decades, would be a folly with no parallel. Indian military collaboration with Israel is also a cause of change in Indian overtone when she talks of military ventures or handles Kashmiri demonstrations in mode and severity parallel to Israeli handling of the Palestinians’ demonstrations. With Israel colluding now with Indian military extensively, resentment against Israel has grown manifold in Pakistan though, it did not enjoy a favorable score since inception of state of Israel.

    India has to realize that its stakes in regional peace are far greater than Pakistan and hence its unimpeded economic spiral would be a factor to force India to reach for reconciliation with Pakistan in an earnest manner. Seeking ‘peace’ through dialogues and negotiations fervently by both the powers is the ultimate option they would have to embrace but an early embrace would augur well for the regional as well as for the world peace. Powers that have the clout with India and Pakistan must facilitate the adversaries to reach at workable solution. International community is also encumbered with the responsibility to caution India to desist from such momentary madness of 18 December 2001 that could have far-reaching repercussions beyond remedy.

    Citing him as a metaphor, the yatri was not an ordinary person but the US President whose India yatra stayed in prime focus that kept intensifying as and when the travel date approached closer. While his capabilities and competence over several years reflected efficiently through the prism of rigorous public scrutiny to which the US Presidents remains subjected to, Mr. Modi’s posture was relatively new to watch though he broke the crust of ambiguity during his America yatra not long ago and managed to cultivate ‘friendship’ with Mr. Obama.

    One is sure, Mr. Singh; his predecessor had no less rapport because these were India’s credentials as a state having burgeoning economy, a power with significant military potentials and occupying crucial geo-political as well as geo-economic space in Asia-Pacific region that enable Indian leadership to pass through the uncompromising US friendship-filters comfortably. Modi’s Obama-hug and his tea-pouring for him did not escape observers notice. Some said the magic had worked.

    Mr. Obama’s second visit to India and being the only US president who ever reviewed Indian Republic Day parade as the chief guest, places him at the pinnacle of much needed glory. The urge to make the occasion special, coincided dramatically on each side. Modi being aware of the whispers in US circles that India, even after striking a deal as a strategic partner with George W. Bush and securing concession from the nuclear supplier group was reluctant to embrace its role in entirety. Such an apparent psychological inhibition, deliberately carved by the Congress government appeared an eye sore for Modi’s BJP government.

    On the other hand, Obama has embarked at extensive damage control measures after having been bruised through not-so-brilliant, questionable gains in Iraq and now Afghanistan where US/ISAF forces have lowered their flag to shift operational responsibility to Afghan National Army. The truth has seeped through to US public who rightly demand from US administration to focus at home and take a much needed break from the era of foreign interventions.

    Nuclear dialogues and interim easing of economic sanctions over Iran, seeking window of opportunity with Cuba to normalize relations, though eclipsed by Russo-Ukrainian conflict and Middle East imbroglio, are some wise moves that bring added vibrancy to US foreign policy. In Ukraine case, US plea of repulsing Russian adventurism does not sound a weighty claim because Crimea is comfortably in Russian grip while Eastern Ukraine does not need Russian forces intervention. The region alone would keep Kiev busy for years unless there is break through, employing soft power of diplomacy.

    The follow-up media blitz suggests that the two leaders are in absolute sync and are inclined to cooperate in nuclear, defense, science and technology, trade and environments domains. Modi gave the discourse an added dimension to bolster his inward and outward stature by creating a witty ambiguity for not revealing what the two leaders discussed in closed-door session. The media would have the reasons to make bloated conjectures as some have questioned the incentives that compelled Obama to visit India when he had yet not digested elation accruing to him at the end of his state of union address. Modi also assured Obama that he could not be pressured by any one.

    Whether or not the statement at this juncture was nice diplomacy-fit but one thing is clear that he did not mince words any longer to suggest that Obama was standing on the soil of changed and vigorous India who would support its allies to the hilt. Modi proved that he knew precisely how to tickle Mr. Obama who is inclined to open Asia-Pacific front once driven by China-phoebes like Ashley Tellis of Carnegie Endowment at home, “It is in U.S. interests to bolster Indian power even if no repayment is forthcoming because doing so will help limit the rise of a Chinese hegemon in Asia that could undermine the enduring strategic interests of the United States.”

    When the high pitch visit proceeded, there should have been natural concern to see US drift so close to India and vice versa. Russia has been India’s close ally since Cold War era when India ostensibly owned non-aligned countries club. Balancing its policy parameters very shrewdly, it harvested enviable gains across the globe but equipped its forces predominantly with Russian arsenal. In recent Russo-US/EU standoff perspective, Russia would view Indo-US bonhomie grudgingly. Mr. Obama, possibly alive to international undercurrents, did speak soft about Russia that US did not wish to dent Russian economy. However, his plea could be brushed aside simply if any one raised the question, what do the economic sanctions mean against Russia? No doubt, Russia is finding its balancing acts in world power-politics rather challenging but one could go by simple arithmetic. Indo-US embrace, if it translates to supplementing US capabilities in Asia-Pacific, bringing China in the arena, Russia would prefer to support China against US and its allies.

    China’s perceived stance is friendly towards India which harbors tremendous mistrust against China after she drubbed Indian forces on its Himalayan borders in early sixties. China is accused of capturing and retaining Indian Territory and several attempts to normalize the relations broke down without yielding any tangible results. Besides, India sees China-Pakistan nexus with slant greedy eyes. Indo-US strategic alliance, when India appears inclined to flex its muscles, not only in Indian Ocean but also in Pacific (Modi missed mentioning ‘Pacific’ in the press conference on first day of visit) would now force China to draw a red line for India as well.

    Interested quarters are absolutely insistent that Indian forces potentials on Blue Sea are better than China, a flurry of opinions which mysteriously swamped the media just before Obama’s visit that could be meaningful. US placing strategic pivot in Asia-Pacific would lead her to inspire India to perform added role along with the alliance. A small take off has already been agreed to, once both the dignitaries resolved to play stabilizing role in Afghanistan. The dimensions of the role is a matter of opinion at this stage but it could well be a small battle-inoculation exercise for Indians troops who are yet not tuned to conduct operations out of their territorial limits, UN peace-keeping mission participation once in a while notwithstanding.

    For Pakistan, the US role as it draws closer to India in the sub-continent has become fraught with serious ramifications. Modi’s anti-Muslims history is no secret any longer when BJP’s role in torching Samjhota Express and demolition of Babari mosque had been established. Only a week before Obama’s visit, three Muslims were burnt alive by BJP sympathizers’ mob and forced conversion of Muslims to Hindu religion has been set as the state’s theme.

    The bloodletting by half a million-strong Indian Army is rampant in Indian Held Kashmir. Kashmiris, having been denied the right of self-determination, are the chronic victims of Indian forces’ atrocities since Indo-Pak partition in 1947. UN Security Council resolutions passed during Mr. Pundit Nehru’s times have been dumped in UN archives. Several powers that champion the human rights cause have meted willful neglect to the Kashmiris’ cause. The issue led to three wars among the two neighbors. Sporadic unprovoked shelling by Indian forces against civil population along its border with Pakistan is a routine matter. Mr. Obama remarkably pretended to be ignorant of the entire Indian shenanigan.

    The implicit fall out of making India militarily strong would be dangerous for the region, particularly for Pakistan because:

    · Indian stubborn stance on Kashmir issue would further intensify to shun the need of meaningful dialogue and effective resolution of the issue.

    · Kashmiris agony would continue with no hope of finding respite from the Indian Army atrocities that have already led them to suffer about 100,000 men, women and children deaths.

    · Obama’s visit would set in an extreme degree of despondency when the US President has not, ironically, spoken a word about Kashmir and the need to find a lasting solution according to the wishes of the Kashmiris.

    · With US alliance, India’s ability to trash the neighbor like Pakistan would increase. Conversely, Pakistan with lesser power potential has the ability to respond effectively. It makes a scenario clad with perils. Tanvi Madan of Brookings also predicts, “The consultations on regional issues are likely not just to focus on India’s west, but also to its east—where they have identified stability in the Asia-Pacific as a shared interest.” Their measures for stability in Asia-Pacific without knocking out others, considered rivals, would certainly be worth paying compliments.

    · The standoff between two neighbors is ominous for the world peace also. In case of nuclear conflagration, the conflict would expand in scope and lethality for which world powers have yet not come up with a responsible answer. Instead, the fledgling capabilities when the power admittedly intoxicates would mean affording the pretext of hostilities to India.

    · India has already plans in place to set its Cold Start War Doctrine in practice that envisages compact, mobile, hard hitting forces to make surprise shallow, offensive maneuvers and cause destruction (ambitious aim though relevant) or attrition on Pakistani forces system. Pakistan needs to fine-finish all passive counter measures to deny any worthwhile success to Indian Cold Start War euphoria and keep ready plans to strike back within hours in the same or different sector of its own choosing to teach her a lesson at their cost.

    · Any Indian forces meddling in Afghanistan would not be a welcome proposition under any pretext. Incidentally, two developments occurred that are favorable to Pakistan. When Obama and Modi were addressing joint press conference on 25 Jan 2015, Pakistan Army Chief was reviewing the guard of honor in Beijing with Chinese military counterpart. It would be naive to assume that Obama’s visit and accruing implications were not discussed by them. Also, concurrently, Afghan military delegation was conversing with Pakistani counterparts in Islamabad, a gesture almost akin to tell US/Indian hawks, thanks for the care, we had enough in last over thirteen years.

    · The development in India requires skillful handling and extra vigilance by Pakistan foreign policy wizards. Pakistan foreign office initial response to Mr. Obama’s visit has been disappointing that claimed that it would auger well for the regional peace, an assertion far removed from reality. In fact, Pakistan’s clear interpretation of the aforementioned thrust vectors would have been sounded to US on diplomatic channel, prior to Air Force One’s taking off from Washington tarmac as did Mr. Putin promptly, mustering a counter poise. He said, “Russia would not let US grab the Middle East”. Whether he has the capability or not, may be a moot point but he did not leave any vacuum when Obama and Modi were manipulating the world order in a different way, right or wrong, the time would judge.

    · Pakistan’s foreign policy does not operate on forward foot but is reactive instead. It is time that US played its role as honest broker and bring around Modi to settle Kashmir issue once for all according to the Kashmiris wishes. To achieve such objective, our pundits have to be at par, at least one of them, with Metternich or Castlereagh to convince US administration about the urgency to explore peaceful settlement of Kashmir issue and overcome Modi’s reticence.
    India, despite full US shoulder-support needs to remember two vulnerabilities that would haunt her ambitions. One, UN Security Council permanent member seat-promise is a contentious issue for her. Having active hostilities with neighbors, two of them being nuclear power would make it dangerous proposition to admit India into the UNSC.

    There are strong arguments to give representation to Africa or Latin America who have been denied the slot in UNSC. If in post-Cold War scenario, the merit hinges on the country’s contribution to peacemaking efforts with no flare for embarking on military buildup despite having the sophisticated technological edge, Germany would be the best choice. When France and Britain are UNSC members, Germany’s case becomes weak from as small a continent as Europe. Muslims have no representation in UNSC either when every sixth person on the planet is Muslim. Turkey, Pakistan or Indonesia could be as deserving candidates as India, in fact better one.

    Secondly, India’s proclaimed desire to emerge as economic giant, soon outmatching China appears on wrong drive if Mr. Modi’s body language is any guide. What transpires from his statements that somehow he has come to believe that the kind of geo-political environments India is placed in; it would be prudent to insult Pakistan and stigmatize Kashmiris, by snatching their constitutional status through an amendment that the present Indian constitution bestows on them. He also appears inclined to resort to occasional saber rattling towards China. This sequence to achieve by placing the economic objectives laced with hubris born from the heap of sophisticated military hardware appears asymmetrical.

    Such ruses and chicanery, at which Mr. Modi has been traditionally quite adapt, would lead Indian economic ambition for double digit growth to some silly snare. Instead India must resolve disputes with China and Pakistan through a visible pragmatic diplomacy and must not be lured in to show of force on high seas to intimidate its foes. Indian dreams can be carefully constructed by her allies but these can be shattered certainly by China or Pakistan decisively when Modi breathes too hot on their necks. Indian paradigm hereafter is complex and would also need brainstorming by Turkey and Iran because the alliance in fact is multilayered and some actors in the fold are yet to stand up at an opportune moment. An interesting hypothesis that would merits separate space to cover.

    As the largest democracy, she lays claim upon, World would expect from India, strengthening of the universal peace rather than bully Pakistan, pester Kashmiris, meddle in Afghanistan or flash a sword towards China and side line Russia. Big power = Big forgiving heart, makes simple but effective equation for India to emulate. Einstein would have certainly liked this equation if he was alive, better than his theory of relativity.

    NATO Wraps Up its Flag from Afghanistan

    History is a fine mirror, particularly among the war opponents where ‘cognitive dissonance’ plagued them deep all along. Thirteen years ago, US pre-attack psy-warfare effort depicted a shirtless herculean-looking American GI, kneeling and wielding his knife as if US was about to mow down their opponents in a blow. Taliban along with Al-Qaida were dancing to celebrate, on seeing another prey rushing for the trap called Afghanistan on the heels of the Soviets. No one in US DoD bothered to take cue from history that remains kind to Afghans when they are ready to spill their own as well as others blood. Time scale means nothing to them.

    About 150 years ago, British Army supported by native forces in the Indian sub-continent invaded Afghanistan. Several battles during First and Second Afghan War, won and lost by both sides, made it absolutely clear that Afghans, fanatically loyal to their soil, could not be ruled by the alien forces. At one point of time, General Robert, recommending swift withdrawal, wrote to the Viceroy of India, less they (Afghans) see of us, the better, even though he had won the battle near Kabul.

    That was an era of extensive colonization when European major powers were competing to grab maximum territories in Asia, Africa and South America. It inspired Lenin to compile a table, proving that the European powers’ wealth was directly proportionate to the volume of territorial expansion overseas. He even proved that their number of banks could be accommodated in the same thumb rule.

    Britain was certainly a Super Power, embroiled in a conflict on the western borders of its Indian empire. The people who stuck out to challenge its might were again Afghans. The empire finally chose to stay put at the line which later became known as Durand Line (named after Sir Mortimer Durand), now separating Pakistan and Afghanistan. In the Great Game of 19th and 20th Century, Czarist Russia was rushing south through Central Asia but opted to halt at present Afghan northern borders by 1885.

    Some critics resented royal reluctance of Great Britain to advance West and North West to face Russia and termed it as its ‘masterly inactivity.’ Why US war wizard could not see the futility of their Afghan war? They did inflict heavy losses on Al-Qaeda in Afghanistan and sweeping victory over conventional Taliban forces structure during Phase-1, the opening assault on Kandahar but for the remaining period, Taliban insurgency could not be flushed out even by employing massive technologically superior forces, touching a peak of 140,000 troops (International Security Assistance Force: ISAF) of which US had the major share.

    Some see even Al-Qaeda’s thinning out from Afghanistan as their superior strategic orientation to reappear in Middle East (Iraq in particular) where US reversals were obvious to banish its forces from Iraq. Discovering that attack on Iraq could not achieve its objective of reconstructing Iraq, US had second thought and announced ‘mission accomplished’.

    While the US public remained highly skeptic of US claims, the media did give it a breather by portraying a very lucrative forces’ diversionary destination to be pivoted in Asia-Pacific. Encapsulated within the same design, a charming slogan branded as ‘Afghan Surge’ emerged that in fact amounted to reinforcing a failure that the strategists always warn against to be lured in to this option ever on the battlefield.

    The entire maneuver was in fact aimed at quelling the domestic criticism about failure in Iraq and managing damage control of the myth of US military might invincibility. Close to withdrawal from Iraq, some labeled it retreat, even George W. Bush acknowledged Iraq blunder, not mentioning some loud and similar comments made by US military commanders.

    When US winds up its mission from Afghanistan along with NATO allies, there are rival claims to victory from each side. If one grants victory to US/ISAF, one needs to focus at the flag lowering ceremony when the onus of responsibility to defend Afghanistan has been shifted to Afghan Army with a US residual force of around 10,000 staying in Southern Afghanistan. For any power of significance, it is natural to defend retreat that Taliban have claimed to force on ISAF.

    The impact of left-behind ISAF force in Afghanistan is destined to dilution when simple arithmetic is made the basis of vetting its efficacy. Note that if 140,000 troops could not flush Taliban, how a fourteen time smaller force would keep Afghan Army energized to restore peace in Afghanistan.

    As expected, Taliban attacks when ISAF forces were thinning out, in the final phase within last three months have become more frequent and deadlier. One sees another small dance party among Taliban who would swoop on the left-behind garrison, making their logistics a critical issue. The force is likely to remain virtually bound to the heavily defended parameters of the garrison and yet face causalities.

    The kind of odds that John Kerry negotiated to let a system of governance emerge in Afghanistan in the wake of questionable general elections was remarkable but the soonest he left, Afghanistan remained vulnerable to two leaders’, Ashraf Ghani and Abdullah Abdullah’s wrangling for greater influence.

    As the Afghan society is fiercely divided on the ethnic basis, it is likely that the power brokering intensifies when both would muster their ethnic supporters in the field as show of muscles. In other words, ‘Pukhtoons’ and ‘Tajiks’ standoff would be imminent while Taliban would hammer both. There is a bleak but possible scenario that President Ashraf Ghani, because of his Pukhtoon antecedent manages to bring Taliban to the dialogue table and unfortunately that hypothesis is the only hope for any recovery phase in Afghanistan.

    US, Allies and their public would sound far removed from the reality if they stick to their state of denial by refusing to accept that victory has remained elusive for them, costing them trillions of dollar and thousands of young soldiers. Similarly Taliban claim to victory would also sound absurd even though they sacrificed seven times more of their comrades. Had the terrain advantage and civil population shield been not available to them, they would have been massacred by the superior ISAF forces. If on Taliban side, achieving victory over NATO forces was beyond their prowess because of incompatible military potentials, their opponents were bound by their own publics opinion and war ethics to fight Taliban with surgical precision.

    Therefore such conflicts, like the conventional wars, cannot be measured with ultimate clear yardstick called ‘victory.’ At best, NATO can boast to have introduced reforms in a manner that have diluted wide spread Taliban’s war making appeal to Afghan masses. On the other hand, Taliban can claim to have proved hard nuts for ISAF forces by resisting superior forces and surviving through shrewd guerilla warfare.

    When ‘victory’ slogan appears as misnomer, one hopes that the two sides would pay heed to what Benjamin Franklin had said long before, “The things that hurt, instruct.” World now expects the native parties in Afghanistan to have mercy and cobble up effective governance for the emancipation of their future generations.
